The quote you mentioned, SoCal, is one of my favorites, but I've always heard it attributed to Mark Twain in this fashion:

"Better to remain silent and be thought a fool than to speak and remove all doubt."

However, in doing further research I see that Percy Shelley may have said it first, in the form you quoted, in Peter Bell the Third, published in 1839.
