How was "So Help Me Todd" not higher?

I'm having a hard time figuring out if "Spencer Sisters" should go on the list if it hasn't been cancelled. "The Neighborhood" was almost on the list but too much talk about the sons' relationships and Dave being too annoying took care of that.

"Elsbeth" might move up. "Password" depends on celebrities.
