To me this term has always been close to another from Shakespeare's The Tempest: sea change. It's an idiom for broad transformation, or change. My own definition of the two would be that the sea change referred to the entire situation in a macro view, while the watershed moment was the climaxing event that propelled things forward (or backwards, depending on the situation.) One pioneering inventor who certainly brought about a watershed moment. and a sea change, was Eugene Polly, inventor of the television remote control.
