I absolutely hate, detest and abhor the mother in "Flowers in the Attic". She allowed her children to be abused for many years. She was a beautiful woman and could have found a man to love her and her children. No excuse for her selfish behavior. Some blame the grandmother, but I blame the mother.

I do as well! They both are rotten to the core!
Here are a few others: I absolutely hated and despised Dete in Heidi, she felt like she could use poor Heidi as a pawn to get money from the rich families in Frankfurt, Germany and still mistreat Heid's poor grandfather as well.
Pinoccholi-the novel version of this beloved character is awful! He drinks, he kills, he lies, he causes a lot of heartache in the story. I really hated him because he was rude to his father Gepetto, caused the talking cricket (he goes by Jimmy Cricket in the Disney version) to die, broke the Blue Fairy's heart, nearly died, Lampwick dies a horrible death due to his selfishness and greed.
Charlotte's husband in the "Yellow Wallpaper"-he locks up his wife in her bedroom after she gives birth and makes everyone thinks she has gone nuts and refuses to let her spend time with her beloved baby. He tries to deny her belief of someone behind the wallpaper and tries to convince everyone she has gone insane!
Miss Minchin from A little princess-an awful woman who mistreats poor Sara Crewe and views her just a piece of money and when Sara's father dies she forces the poor girl to become a maid and rarely feeds her any good meals and leaves the poor girl half frozen due to hardly any blankets in the attic where she lives with Becky. I really hated the woman and was glad when in the movie adaptation in 1990s, the woman got served some nasty harsh reality of what it means to be a servant. Too bad in the book, that never happened but I was glad that in the book that Sara and Becky both left that horrible woman for good at the end when a good Samaritan comes to her rescue!
I am sure there are others but those that I mentioned are the first that came to mind but I will post others soon!

Hilly from The Help. Her single-minded selfishness led her to ignore the needs of others. She did not care when she belittled others; in fact, she seemed to enjoy discomfiting her friends as well as her maids.
Viserys Tagaryen from A Game of Thrones. He lacked love and compassion for the person he was duty-bound to protect. He taunted Daenerys with the knowledge that he would subject her to the worst possible trials or future in order to achieve his goal. He had no redeeming virtues.

One of my problems is I really love the bad guys.
But I can't think of a worse one than The Misfit from Flannery O'Connor's amazing short story "A Good Man is Hard to Find." This is the kind of story that will change your life. It's that good. Here's a sample of the dialogue:
“She was a talker, wasn't she?" Bobby Lee said, sliding down the ditch with a yodel.
"She would of been a good woman," The Misfit said, "if it had been somebody there to shoot her every minute of her life."
“Jesus was the only One that ever raised the dead," The Misfit continued, "and He shouldn't have done it. He shown everything off balance. If He did what He said, then it's nothing for you to do but throw away everything and follow Him, and if He didn't, then it's nothing for you to do but enjoy the few minutes you got left the best way you can by killing somebody or burning down his house or doing some other meanness to him. No pleasure but meanness," he said and his voice had become almost a snarl.”
Once you read Flannery O'Connor (one of the best Southern writers ever) your view of the world will never be the same.

Here are a few others that I hated:
April Snow from the Mandie series-She always tries to be mean to the main character and terribly rude, she acts snooty to Mandie and refuses to accept apologies and rarely helps out. She always tries to get Mandie into trouble and nearly succeeds at it, she nearly gets expelled on too many close calls.
Bill Sykes from Oliver Twist-an angry drunk who is abusive to his girlfriend and poor Oliver. He uses people only to get what he wants. Sadly his anger gets the better of him and it costs Nancy her life and costs him his own life in the end. He never appreciated what he had and I wasn't the least bit sorry when he died.
The Queen of Hearts from Alice in Wonderland-what a grouch, she is always screaming the entire length of the book, "Off with their head!" she never seems to be happy with anything and seems to have some real anger issues. She drove me nuts and I wasn't too sorry when I found out that she wasn't real.
The Red Queen from Alice through the looking glass-similar to the Queen of Hearts, she has too many anger issues and it's funny when Alice threatens to shake her into a kitten and you find out that Alice had been daydreaming the entire time and it wasn't really the Red Queen from the chess board.
Captain Ahab from Moby Dick-what an obessssed angry man about the loss of his leg and determined to get revenge with the White Whale for eating his leg. He spends the entire book determined to find the whale and kill it, I wasn't disappointed when Moby Dick kills him in the end.

The Kid in Stephen King's The Stand was a narcissistic, vicious, psychotic, perverted and utterly dangerous young man. Although he enjoyed threatening and abusing a weaker person, his narcissism led him to challenge an entity that was much stronger.
In spite of that, I must give kudos to The Kid for his awesome driving.
