The rich people like Oliver's parents and other community leaders had plans to improve and protect the city. Then the wife of one of the leaders was killed in the poor section of town and people walked past and did not try to help her. The husband was so grief stricken, he derailed the plans to help the city. Other leaders joined him, but they did it out of greed.

Therefore, Oliver/Arrow targeted those leaders and used the catch phrase "You have failed this city!"
