Yes, Felicity returned the engagement ring because Oliver did not trust her enough to tell her that he has a son. Even though the boy's mother made Oliver promise to not tell anyone, I agree with Felicity that he should have made an exception and told her. She would not have blabbed it to anyone and Barry Allen, Malcolm. and Damien already knew about it. But Oliver still did not talk to Felicity until Damien walked in on them and revealed it.

Det. West on Flash makes me laugh when he talks about Arrow. He does not approve of him at all and has made some really negative comments. But the way he says them just makes me laugh, probably because I do not think Arrow is as sinister as West says he is.

Det. West makes subjective judgments on Arrow's character and those are just personal opinions rather than facts.
For example, when Barry was frustrated that he was unable to capture or defeat someone, he would lament to West that he wish he could be more like Arrow. West would shudder and exclaim that Barry absolutely should NOT be like Arrow because Barry is the light and Oliver is the darkness.
I hope that jogs your memory on some of their conversations during and after the crossover episodes.

I know villains often come up with a way to escape, but right now, it seems that Darhk's power has been taken away.
Even though the final scene between Oliver and Felicity was sad, there was a silver lining, thanks to Curtis, who works for Felicity at Palmer Technologies.

Good question about Felicity and Ray Palmer. He has not gotten into another relationship as far as I know, but he is travelling through time for awhile.

Legends of Tomorrow is a spin-off of Arrow and The Flash. Ray, along with Sara Lance (White Canary), Captain Cold and his buddy Heat Wave, Hawkgirl and Hawkman, and Firestorm are part of the team. Other characters from Arrow and The Flash also show up in different episodes.
