Before Oliver started using arrows, he was deadly with a gun and did not hesitate to use them. He was also rather brutal when he killed the Russian for Talia. That was terrible.

Yep, it was good. Oliver is making an effort to be considerate and not force people to do what he wants. I think it worked with the former detective.
It was ironic when Arrow asked the detective what would her partner/lover want her to do...she shot the criminal. Then she said "That is what he would want me to do." I snickered when she did that. Arrow is not a children's story.

A mission takes Oliver, Felicity and the team to Russia, where they meet up with Anatoly, Oliver's old friend; fresh out of rehab, Lance returns to the mayor's office ready to get back to work.

General Walker escaped before he could be locked in a secure prison. Diggle was enraged and Oliver agreed they should go to Russia and apprehend the General. The team went to Russia and used their contacts to locate the General. There were several fights and a large body count before they got their hands on the General. Diggle could have killed him, but Ollie’s pep talk helped Diggle control the urge.
The General was selling a nuclear bomb to terrorists and the bomb began to count down. Rory/Ragman used his rags to absorb the blast of the bomb and that saved everyone. Unfortunately, the blast affected the rags, and Rory decided to leave the team to avoid being a liability.
While in Russia, Oliver and Anatoly worked out their differences – after Anatoly slapped him. Arrow had to do a job for Anatoly in exchange for receiving his assistance. Of course, the job required brutality. Afterwards, Dinah gave Oliver a pep talk.
During the flashbacks, we saw Talia Al Ghul train Oliver to use arrows and to use the arrow identity to separate his personal life from the brutality. She also encouraged him to use his father’s journal to avenge the wrong that was done in Starling City.
Also during the flashbacks, we saw Anatoly lying in a hospital bed and he was badly beaten. He told Oliver that Gregor’s loyalty lies with Kovar, but since he is Bratva, there was nothing they could do to him. Oliver replied, “We can kill him.”
Alena, the hacker, texted Felicity “Don’t stop with Walker. Pandora is much bigger.” Felicity replied that she does not plan to stop.
I knew Susan Williams could not be trusted. After sleeping with Oliver, she investigated clues she saw. She now knows the tattoo on Oliver’s chest is the mark of a Captain in the Bratva. She is almost convinced Oliver Queen is the Green Arrow.

Quentin is fresh out of rehab. Thea is away on a trip so Oliver asked Rene/Mad Dog to help prep Quentin for the interview with Susan Williams. That did not go well when Rene brought up Laurel’s name. They later worked things out. I really like Rene. His truthfulness irritates people, but after they calm down, they realize he is helping them.
Curtis did not join the fight. He helped Felicity search for information on Walker. There was a funny scene where Felicity told Curtis and Rory to pretend to be Bratva.

Yes, it was a good episode. Arrow has a lot of characters, but they all play an important role.

Me too. Wild Dog should be allowed to visit with her even if she remains in foster care.
There was a lot of violence at the beginning and I noticed the shooter, for once, was not targeting Oliver. When the shooter terrorized City Hall, he killed around 7 people and injured 12. Then two of them died.
A debate erupted at Arrow headquarters about gun control. Mayor Queen was pressured by the media for his stand on gun control. That was awkward.
No flashbacks about Oliver this week, but we saw flashbacks about what happened to Rene’s family. I like him and he is working well in the Mayor’s office.
Dinah applied for a job with the police department. I laughed when I thought about her being out with a partner and suddenly giving her canary cry. That would be hilarious.

Oliver did a good job of stopping the man. He also did a good job of putting the Councilwoman together with Rene so they could agree on something about guns.
