Oliver Queen is now the mayor, but he has been spending more time fighting crime as the Arrow than in the Mayor’s office. The newspaper dubbed him “Mayor handsome”.
Arrow entertained us with an extended fight with an arch villain from the previous season who wants to blow up the city. With assistance from Felicity, he was able to defuse a multi-bomb. He then fired an arrow into a member of Overwatch who was trying to help.
Oliver visited former Capt. Lance and saw he has been drinking heavily. He is not coping well since Laurel’s death and he is no longer dating Felicity’s mother. He did sober up enough to attend the ceremony honoring Laurel Lance as the Black Canary. When the statue of Laurel was unveiled, villains arrived and opened fire with automatic weapons. They killed a lot of people and kidnapped Oliver. They kidnapped him because he is the mayor, but they have no idea he is the Arrow.
Arrow’s team has been separated for six months and he has kept hoping Diggle, Thea and others would come back. It does not look like they will. He needs help to fight Tobias Church (played Tyreese in The Walking Dead), who has taken over several gangs and now wants to eliminate the Arrow so he can be the Big Bad in the city.

Arrow now calls himself Green Arrow. "The Recruits" added new characters. Green Arrow recruits Rene, Evelyn Sharp and Curtis and begins training them using an extreme exercise from his Bratva initiation, revealed through flashbacks. The Bratva initiation was brutal and demoralizing. I was amused when Evelyn asked “Isn’t there an orientation or something?” Arrow responded sarcastically “Is that what the brochure promised?” The recruits leave Green Arrow because they do not trust him. After Felicity kept telling Oliver he needed to gain the recruits trust before they could become a team, Oliver reveals his identity to the other recruits as a sign of trust, and they agree to rejoin the team. As mayor, Queen makes a deal with AmerTek to provide free medical care for Glades survivors. A new metahuman, "Ragman", appears and starts attacking AmerTek executives. Thea discovers that AmerTek CEO Janet Carroll is working with Church, and Felicity learns that it was AmerTek nuclear missiles that Damien Darhk tried to use to destroy the world. Ragman and Green Arrow stop an arms buy between Carroll and Church. Ragman later reveals that he was the only survivor of the Havenrock bombing. Green Arrow convinces him to put aside vengeance and join his team. Thea decides to appoint Quentin as Deputy Mayor. Church is attacked by another archer calling himself "Prometheus", who wants to personally kill Green Arrow. Meanwhile, Diggle, back in the Army and on a covert operation, is ambushed by his superior who plans to sell a nuclear trigger and frame Diggle.

The episode focused on Arrow learning to trust his team. That was hard to do after Wild Dog convinced Evelyn Sharp to go with him on a scouting mission to locate the drug makers without telling anyone else. Wild Dog decided to fight the Stardust drug makers on his own. During the fight, Derek Sampson falls over into a vat of acid comprised of Stardust and some mystery element. Wild Dog was proud of himself until Oliver ranted about the harm he had done.
Problem #2. Sampson did not die. The chemicals made him stronger and he could not feel pain. He decided to make more of the drug and form an army.
Problem #3. The D.A. was pissed off because he wanted to use Sampson to learn more about his source for the drugs. But some vigilante in a hockey mask ruined that opportunity.
Problem #4. A nasty reporter was making it seem like Oliver did not know what was going on in his organization. That was based on Thea offering Quentin Lance the job of Deputy Mayor without telling Oliver.
Problem #5. At the end of season 4, they needed to stop a missile from destroying a huge city. Felicity feels uncomfortable around Rory because she redirected the nuclear bomb to Havenrock and destroyed his city. In spite of the problems, Green Arrow decided to trust his team and they joined him to take down the super villain and his crew. We were treated to some excellent fight scenes. Seeing Rory use the outfit made of rags to take down criminals was freaky but also awesome. Curtis appeared in the Mr. Terrific costume. It was exciting.
Oliver and Thea did an excellent job of handling the media.

Mr. Church continues to terrorize the city but the police and the Mayor do not know what his end game is. I think he just wants to be the most powerful person/gangster in the city.
Leila asked Oliver to help break Diggle out of a military prison. He agreed and decided to go without his team. When the team stopped him in the middle of the road and insisted they go with him, Oliver beat the three of them down to the ground and rode off on his bike. The jail-break scenes were exciting.
Oliver’s team tried to help the police while he was gone, but they were outmatched by Church and his men. Wild Dog was captured and he is being tortured. Oliver vowed to rescue him but they do not know where he is being held.
The D.A., Adrian Chase, is very accepting of what the vigilantes are doing and that is an unusual attitude for a member of the court. I think he might have some experience as a vigilante.

This episode was very good. Mr. Chase aka Human Target helped Oliver and saved his life twice, once in the flashbacks and once as Mayor. I recall the series "Human Target" and I watched it, but I do not remember him being a super hero. I thought he was a bodyguard/fixer for clients who were in danger.
They resolved some issues like arresting the drug bosses Mr. Church was trying to unite. Also, Arrow defeated Church in combat and arrested him. Oliver does not know that Church told Prometheus his real name.
Diggle has re-joined Team Arrow and is known as Spartan.

The new recruits resented that Arrow tells Felicity and Diggle details, but does not include them. The team went separately to keep an eye on potential victims that Prometheus might have targeted. I knew angry Evelyn Sharp was going to get in trouble, and she did. But Arrow rushed to the scene and Prometheus left before they could engage. I really like the way Arrow rescued Evelyn and the intended victim. It was awesome.
After that near miss and some verbal drama, Arrow was able to apologize and promise to keep everyone informed.
Felicity confessed to Detective Malone that the reason she stole the evidence off of his desk and kept secrets from him is that she works with the Green Arrow. He was shocked and called her a criminal. Then I had to laugh when he started acting like a fan boy and asking a lot of questions about what Arrow is like.
I have been wondering why Prometheus has been killing people – a lot of people – to call Arrow out, but refuses to engage him in battle. Well, now we know, and, for me, it is the biggest shock of the entire series.

The opening scene was so good, I rewound and watched it again. We did not see the Vigilante, but we saw the criminals sailing across the room. Then the hostage’s chains snapped and freed her. We saw a lot of action in this episode and that made it very exciting. I noticed right away that the men who were tied up and left outside the police station were arranged to form the letter “V”. The Vigilante believes killing is necessary to rid the city of criminals and that the Green Arrow is not getting the job done. An underlying theme is that unlikely people are allies, and some of the alliances betrayed Oliver. The Bratva leader, Gregor, betrayed Oliver and formed a partnership with Kovar; in addition, Oliver joined Bratva because they promised he could kill Kovar in retaliation for Kovar causing Taiana’s death, but Tiana’s mother is working for Kovar. Evelyn Sharp/Artemis is working with Prometheus. She is a new member of Green Arrow's team, but she must be the one who has been giving Prometheus information all along and helped him to frame Quentin as the throwing star killer. Diggle and Wild Dog becoming friends was unexpected, and it was wonderful the way Wild Dog arranged for Diggle to see his son on his birthday. Thea is the youngest family member and it is ironic that she is being a mentor to Quentin Lance and arranged for him to go into rehab. Good work. I was not in favor of Oliver and Susan, the reporter, becoming friends. However, she has kept her promise to stop telling stories that make his administration look bad and she does seem to really like him. Arrow has some awesome gadgets this season and I love the arrow that formed a bullet-proof net to protect them. I do not know who the Vigilante is.
